Problem description

Currently, the control of the execution of government contracts is carried out mainly manually. Customers do not always have the opportunity to promptly check the actual performance of work at remote facilities. The lack of objective control tools can lead to: poor-quality performance of work; overestimation of the amount of work performed; violation of the deadlines for the execution of contracts; inefficient use of budget funds.

Expected effect

Economic effect: reducing unjustified budget expenditures; improving the quality of work acceptance; reducing the cost of on-site inspections; reducing corruption risks; increasing the transparency of contract execution. Social impact: improving the quality of infrastructure; improving the quality of public services; increasing public confidence in the activities of government agencies. The desired KPI of the pilot reduction of on-site inspections by 50%; detection of violations in at least 10% of the contracts being reviewed; reduction of work acceptance time by 30%.

Purpose and description of task (project)

Creation of a digital platform for objective monitoring of the performance of works and the provision of services under government contracts. The system should provide: photo and video recording of completed works; automatic geolocation of materials; control of deadlines; analysis of the actual performance of work using computer vision technologies; real-time contract monitoring; identification of risks of default; reporting for customers. Application example: The contractor has repaired the road, installed lighting, carried out landscaping or provides services for the maintenance of facilities. Materials with coordinates and shooting time are uploaded via the mobile application. The system automatically confirms that the work has been completed and identifies possible violations.
