During the heating season of 2022-2023, large-scale emergencies occurred in the cities of Kokshetau, Stepnogorsk and Ekibastuz, caused by the critical deterioration of the heat supply infrastructure. These incidents led to prolonged heat outages in winter, which put the health and well-being of residents at risk. These events have revealed an acute shortage in the management of heating networks and their preparation for the heating period. The main reasons exposed by the emergency situation were: -lack of a unified centralized digital network monitoring system; -low level of automation and weak integration between management bodies, operators and service providers; -lack of reliable, up-to-date and structured data on the state of infrastructure facilities; -lack of digital vector maps of underground utilities with geo-linking and technical data sheets of objects; -lack of forecasting models and decision support systems during the preparation and passage of the heating period. As the President of the Republic of Kazakhstan noted in his address dated February 7, 2024, such problems are systemic in nature and require a transition to digital management methods, analysis and forecasting, including the construction of digital counterparts and the introduction of modern analytical modules. Thus, without the introduction of a modern digital system and automation of process control, it is impossible to ensure the sustainable and efficient functioning of the fuel and energy complex and improve the quality of life of the population.
1. Improving the reliability of heat supply — by early detection of emergency risks and prompt response to infrastructure failures. 2. Digitalization and transparency of management — the creation of a single digital platform will ensure the availability of data, control over the implementation of measures and transparency of the activities of all participants in the process. 3.Improving the efficiency of preparation for the heating period — by automating information collection, analytics, and control of repair and maintenance work. 4. Integration of disparate data sources — combining data from akimats, heat supply organizations, dispatching services and operators into one system. 5. Reducing the number and duration of emergency shutdowns due to the introduction of predictive analytics and a warning system. 6. Justification and planning of investments — based on objective digital information about the technical condition of heating systems and engineering facilities. 7. Increasing public satisfaction — by improving the quality of public services, reducing accidents and providing feedback to residents.

Purpose and description of task (project)
Creation of a unified digital system for monitoring, preparation and passage of the heating period, aimed at improving the reliability and efficiency of management of the fuel and energy complex in the cities of Kokshetau, Stepnogorsk and Ekibastuz. The system will provide data integration, operational decision-making, digitalization of planning and control processes, as well as automatic generation of analytical reports and forecasts based on up-to-date information on the state of heating networks and infrastructure. Project objectives: -Development and implementation of a digital platform for monitoring the preparation and passage of the heating season; -Integration of existing and planned information systems of akimats, energy-supplying organizations and public utilities; -Digitalization of engineering infrastructure, including the formation of digital maps and technical data sheets of heat supply facilities; -Automation of data collection, analysis and visualization with the ability to predict emergency situations; -Creation of a situation center providing operational control, coordination and decision-making at the city/regional level; -Increasing transparency through the creation of feedback mechanisms, reporting and openness on the progress of modernization activities; -Support sustainable development by increasing the reliability of heat supply and reducing accidents.
