The platform will generate an independent rating of companies (B2B Trust Score) using: payment discipline; confirmed commercial transactions; counterparty reviews; business activity analysis. Development of the loyalty program platform with cryptocurrency rewards — Stage 1: browser extension, website with partner catalog and user's personal account
THE PURPOSE OF THE PROJECT Creation of the first stage of a consumer fintech platform for participation in a loyalty program with automatic accrual of rewards in digital assets for online purchases from program partners. The platform is implemented within the framework of a special regulation regime for operations with digital assets of the National Bank of the Republic of Kazakhstan (Resolution of the Board of the National Bank of the Republic of Kazakhstan No. 42 dated 07/25/2025) for a period of 5 years. ""WTS—Technology" LLP (BIN 240240020496), a resident of the international technopark of IT startups "Astana Hub", is the customer. TASK DESCRIPTION It is required to develop three interrelated software components: 1) BROWSER EXTENSION (Chrome Manifest V3, Firefox, Edge, Safari) — works according to the affiliate-cashback browser extension model. Activates affiliate links when visiting partner sites, and shows popup notifications about the availability of rewards. Minimum browser permissions, without reading the contents of the pages. 2) The PARTNER CATALOG WEBSITE is a public showcase of the loyalty program. Adaptive landing page, online partner catalog with filters and search, partner pages with terms, help sections, FAQ, program terms. 3) The USER'S PERSONAL ACCOUNT is available after registration and mandatory KYC via an IIN through a local aggregator provider (Verigram, Documentolog, Smart ID or equivalent). It includes the balance, transaction history, withdrawal of accumulated remuneration to the user's external crypto wallet, referral program, and support. THE PHASING OF THE PROJECT Stage 1 (subject of this TOR, deadline 07/01/2026): extension, website, personal account, KYC. Stage 2 (Future): Cross-platform iOS + Android mobile app. Stage 3 (future): Integration with international payment providers (details under NDA). The architecture and documentation of Stage 1 should ensure further development without rewriting the core logic. The executor of Stage 1 is not obligated to participate in Stages 2-3. Therefore, the transferability of work and the quality of documentation are critical acceptance requirements. REQUIREMENTS FOR THE CONTRACTOR — Proven experience in developing fintech applications (from 2 completed projects) — Experience in developing browser extensions with publication in the Chrome Web Store, Firefox Add-ons, Edge Add-ons — Experience in integration with local KYC providers in Kazakhstan — Knowledge of the Law of the Republic of Kazakhstan "On Personal Data and their protection" and compliance requirements of the National Bank of the Republic of Kazakhstan — Willingness to sign an NDA before disclosing project details — Posting data of citizens of the Republic of Kazakhstan on the territory of Kazakhstan — Ready for a 2-week post-release handover period — A team of 3 people (tech lead, backend, frontend) METHODOLOGY — Sprint duration: 2 weeks (about 4 sprints before release) — Demos at the end of each sprint — Weekly synchronizations with the customer's team — Transparent planning through the project management tool — Test coverage of at least 70% — External security audit and pentest before production release INTEGRATION DOCUMENTATION The documentation on integrations with KYC providers, reward partner networks, and payment infrastructure has been prepared by the customer. It is disclosed to the contractor after signing the NDA.

Development of an MVP AI video monitoring system for monitoring the presence of employees and basic detection of suspicious activity
The purpose of the project: To develop and implement an MVP AI video monitoring system based on existing video surveillance cameras for basic monitoring of the presence of employees, recording their absence, approximate arrival/departure time, as well as the initial detection of suspicious behavior in the shopping area. Task/Project description: As part of the project, it is planned to connect video streams from cameras via RTSP, check image quality and configure the basic video processing pipeline. The system should identify people in the frame, perform basic tracking of the same person within the surveillance area, and work with multiple cameras without mixing objects between streams. At the first stage, the system will be used to monitor employees without accurate identification: by appearance, uniform or clothing. The system will record the fact of a person's appearance in the work area, prolonged absence, as well as the approximate time of arrival and departure for the first and last appearance in the frame. At the next stage, the basic logic for detecting suspicious behavior will be implemented at the level of simple heuristics: moving a hand towards a body or bag, staying at a shelf with your back to the camera for a long time, and checking the event based on data from another camera if it sees the same scene from a different angle. Additionally, it provides for sending notifications to the Telegram group, collecting feedback on the confirmation or rejection of events, as well as using this data to further improve the logic of the system. At the MVP stage, suspicious activity detection will have limited accuracy and will require subsequent fine-tuning based on real data. The quality of the system's operation directly depends on the quality of the cameras, the distance to objects, viewing angles, and the stability of video streams.

The purpose of the project: Creation of a high-tech O2O platform (Online-to-Offline) for monetization and personal communications management. The project aims to solve the problem of "empty" communication in the digital environment by introducing financial filters and mechanisms for guaranteed confirmation of physical meetings. Task description: It is necessary to develop a software package that ensures safe and transparent interaction between users in real time. The project requires the integration of complex fintech solutions and data streaming tools. The main technical challenges and development tasks: Real-time Bidding Engine: Implementation of dynamic bidding logic for user time slots with instant status updates and protection from competitive bidding (race condition). "Secure Transaction" system (Escrow): Development of a multi-level transaction architecture with algorithms for holding and automatic distribution of funds based on an event model. Media Streaming (WebRTC): Implementation of low-latency P2P video communication and integration of a per-second billing system within the stream. O2O verification and fraud protection: Creation of a protocol for confirming physical presence through a combination of GPS coordinates and dynamic QR codes. Implementation of protection at the mobile SDK level from location substitution tools (Mock Locations). Highly Loaded Backend: Designing a fault-tolerant architecture capable of maintaining the integrity of data and financial balances with large volumes of simultaneous transactions. Administrative Hub: Development of an intelligent arbitration system for automatic and manual dispute resolution based on system logs and geodata. Expected result: A fully functional mobile application (iOS/Android) and a server part that provide a full cycle of user interaction: from the first paid interaction to a verified meeting with automatic financial settlement.

"A comprehensive mechanism for the prevention of juvenile delinquency: problems of legal regulation and interdepartmental coordination"
The purpose of the study is to theoretically substantiate and develop a holistic scientific and practical model of an integrated mechanism for the prevention of juvenile delinquency in the Republic of Kazakhstan, as well as to formulate proposals for improving legislation and algorithms for interdepartmental interaction to reduce the level of juvenile delinquency.
